No I don't see that. There are other ways to scroll longer distances such as SHIFT + comma (backwards) and SHIFT + period (forwards) - those work whether playing audio or not - or Scrubbing and Seeking.

Did you get the graphic where you drag a picture of the Audacity folder into a picture of the Applications folder? Ubuntu Handbook build Audacity with wx2.8.12. Did you compile Audacity yourself with 2.8.12? I am not aware of a problem with NUMPAD in effects on Linux with Audacity built using wx2.8.12 or wx3.
