I am running Audacity 2.1.1 on windows 10. I don't see vocal remover in the EFFECT tab. I did see them in the manage tab under the sub menu of EFFECT but even after enabling it. No, can't be done with conventional audio software. If it's for a court case, you should use your favourite search engine to look for "audio forensics". Only a forensics practitioner recognised by the legal system would be regarded as able to provide legally admissible audio evidence. Gale

Audacity > Preferences..., Recording section. Set Audio to buffer to 0 and try to record. If it doesn't record, try a setting of 10 and increment upwards until you find the lowest setting it will record at.
Turning Wi-Fi off may help too.

Did you reboot the computer? Did you try another USB cable?
Have you reset preferences?
By 69G do you mean 69 GB of space? That may not be enough if you are recording audio books. What are you recording?
