The most problematic noise that I'm finding is low level but uneven noise - in such cases I want the smoothing factor as low as possible (to minimise damage), but that runs the risk of slightly higher noise "breaking through" as tinkles. That risk is my issue exactly. But it seems a weakn...

You might just be missing some salient step like turning up the recording volume or choosing the wrong recording device. Make a recording that is a flat line, select a few seconds or all of it and Effect > Amplify... . What amounts are shown in the Amplification and New Peak Amplitude boxes in Ampli...
