Amplify should be quicker than Noise Reduction. It is on my machines. If you are running games or Skype or Visual Studio at the same time, it may not be quicker.

If the problem comes back after ensuring you have at least 20 GB of disk space, try File > Save Project As... to your Desktop or Music folder before importing the MP3. If Save Project makes a difference then some clean up tool is interfering with your Audacity temporary directory (Edit > Preferences...

When you say you rolled back Windows, does that mean an overwrite install of Windows, wiping the old installation? On the timing tests I did for Audacity 2.1.1 Amplify showed a significant improvement over the 2.1.0 release - 14 secs versus 58 secs. In contradiction of that, I never saw that difference on my Windows systems (7, 8.1 and 10). For me, both versions of Audacity average about 20 seconds for Amplifyi...

Open Finder, then use the Go menu and choose "Go to Folder". In that dialogue, type:
