How long is it since you rebooted the computer? USB devices require reasonably frequent reboot. Try that.

Go back to http://www.audacityteam.org/download/windows and reinstall 2.1.3. Enable the box "Reset Preferences" half way through the installer. When you launch Audacity, say yes when it asks you to confirm the preferences reset. If that does not help then probably a security or anti-virus ...

Using Mac 10.11.6 (El capitan) I can download the lame plug in but the library can't find it. Every time I try to export the files to MP3 I get the message that I need to download LAME.
