Audacity 1.2.6 is no longer supported as of several years ago. It requires the long obsolete Visual Studio 2003 which you will only be able to run on an obsolete version of Windows. Triple-check in Audacity's Device Toolbar and make sure you are actually selecting the AT2020 as Recording Device.
Has this problem only just happened? Try a different USB port. Try a different USB cable. Try a different computer, if you have one.

My reason for not recording with something directly from Skype is I want Stereo, not mono. If that headset mic is stereo, make sure you are selecting 2 (stereo) recording channels in Audacity's Device Toolbar . How close are you to the mic? Tap it gently. What happens?
