My version of Audacity is 2.1.1 (Dutch) I have tried save preset - load preset - export preset and load preset. But the bitrate in the exported file stil stays 196 kbs. The only way Audacity will currently support pspadpcm is if FFmpeg supports it, which is unlikely for the reasons Steve states.
