My version of Audacity is 2.1.1 (Dutch) I have tried save preset - load preset - export preset and load preset. But the bitrate in the exported file stil stays 196 kbs. Before you force quit Audacity (or whatever you did) you had Audacity's playback device set to USB Audio CODEC. If that was the USB turntable, then you would not have had playback audio in Audacity. Or are those USB speakers? How long have you had Windows 10? Just now? Did you upgrade to Windows 10 ...

To avoid the export multiple and reimport you would have to be prepared to delete the parts you don't want (using the areas outside the labels as a guide). Or select and label the parts you don't want then select the label track and use one of the Labeled Audio commands to delete the labeled section...

The only way Audacity will currently support pspadpcm is if FFmpeg supports it, which is unlikely for the reasons Steve states.
