Shut Down the computer for a few seconds then reboot.
Change the USB cable and fit it tightly both ends if the problem persists.

Right-click over the speaker icon by the system clock, then choose "Recording Devices". Right-click in empty space and choose "Show disabled devices" then right-click again and check "Show Disconnected Devices". Do you see any other mic devices appear?

Probably the first thing to try is recording at a more sensible default sample rate. Yeti is designed to record at 48000 Hz http://www.bluemic.com/yeti/#/specs/ . You're expecting the computer and the USB stream to handle four times more data than it needs to by choosing 192000 Hz, for no comparable...

If you want that selection from 3 seconds to 7 seconds for an exported file like WAV, File > Export Selected Audio... .
If you want that selection in a new track in the same project, Edit > Clip Boundaries > Split New.

Yes if you are suspecting that the slow load of empty history after loading a 2 GB project started in 2.1.0, you could test that in your Vista machine. So your recording is too loud if anything (as expected) and the deterioration after 2 seconds is in the recording. Does this laptop have an internal mic or not?
