If you mean keyboard shortcuts, those will go back to defaults if you delete the audacity.cfg settings file.

If you use WAV or AIFF files, set the Import / Export Preferences to "Make a copy of uncompressed audio files before editing (safer)". Then your imported files will be copied into project.

I would start by installing Audacity 2.1.2 from http://audacityteam.org/download/windows.

If you still only have Phaser and WahWah after that, open Effect > Add / Remove Plug-ins... in Audacity 2.1.2, press "Select All", press "Enable", then "OK".
