Have you tried Transport > Rescan Audio Devices? You need to use that if you connect external devices after Audacity is open.

It's the most current one I use day to day. Shows up as 2.13. I also have 2.10 and 2.11 as well as a couple nightly and debug versions, and the problem occurs on all of them about the same. Make sure any Windows Enhancements are disabled. No harm checking, but recording enhancements are almost never available for plug and play USB devices that use standard Windows USB Audio Class drivers, only for built-in microphone and the built-in sound device's external microphone. Make sure you copy the AUP file and _data folder to a different folder than the folder they are in now. Or safer, use File > Save Project As... . 2.1.2 won't open the project either. We decided not to handle control characters, HTML entities and similar in the AUP file due the risk of Audacity crash...

I like to have the window stretched out to the full width of my monitor but at the bottom of the screen. Are you then autohiding the Windows Taskbar, or do you have it at the top of the monitor?
