Thanks both, but this should already be fixed http://bugzilla.audacityteam.org/show_bug.cgi?id=1306. That's why Steve presumably does not see the problem.
So you can compile our development code if you want to use the shortcuts, or wait for 2.1.3, or go back to 2.1.1.

We don't make MP3Tag so we cannot answer your questions. I had tried it on Windows 10. If I find it does the same as for you on Windows 7 I will post here. MP3 export is lossy and does not preserve the maximum peak level exactly.
