By the way, 196 Hz should actually have a strong single peak, as it is the result of dividing 44100 by 225. So is the fact that 2.0.6 (and 2.1.2 which is the current version) detects a 196 Hz sine tone at 44100 Hz as 197.758 Hz and not 44100/225=196 Hz because we make compromises for low frequencie...

If you want extreme slow downs you could try Effect > Paulstretch... or Effect > Sliding Time Scale / Pitch Shift... .
