You can try installing the release version of Windows 10 on a separate partition and see if the same problem happens. If not then it is apparently a problem with the Insider build you are using.

Post a sample (without any effect applied to it) that contains a second or so of noise only, then the noise with the audio you want to keep. See How to post an audio sample.

Focusrite has a Windows 10 Compatibility page from which you can see that 2i4 is claimed compliant with Windows 10 if you download the release driver 2.5.1 . You said you were normalizing. That's changing the sample amplitudes and so you should leave Default Sample Format at 32-bit float, so that there is no downconversion of bit depth as a result of Normalize. If the track was 16-bit there would be downconversion after Normalize processed at 32-bit then...

Edit > Duplicate the track you want to apply the sliding effect to. Solo one of the tracks, apply the effect to it normally so it sounds right.
