Those plugins work for me in Audacity in 2.1.3-alpha on Windows 10, so it is a problem with your JAVA environment.

Also make sure you copied the plugins' three .jar files into the folder where you installed the plugins.

Audacity 2.0.4 is old and does not have Spectral Selection.

2.1.2 has Noise Reduction, not Noise Removal.

I'm sure I have the latest driver because a couple of days ago, I noticed that the Stereo Mix option was missing. The Windows 10 update had replaced the Dell driver with its own. I downloaded and installed the Conexant SmartAudio HD driver from Dell at that time, which returned the Stereo Mix optio...

If you have not already done so, you need to go to the computer manufacturer's site to look for Windows 10 audio drivers for your computer model. Device Manager saying the drivers are up-to-date may not be sufficient. And you could check that all sound enhancements for that front mic are turned off:...
