If it's a real-time preview effect like Phaser or an Audio Unit, you can open the effect and manage its presets and options, but obviously you cannot use it without audio present.

3 hours at 48khz/24-bit will put you at about 3GB, which exceeds the "official" 2GB WAV limit, but it's under the 4GB "unofficial" limit and it would probably work. 4 GB is the "official" limit. Applications that don't support more than 2 GB are "unofficial"....

Just for your information, we always need the complete log to debug FFmpeg issues, as you gave first time for 2.1.0.
Yes as last resort, putting all the FFmpeg files in the folder Audacity is running from can solve an FFmpeg detection problem.

Look at the complete Audio Device Info to see the sample rates that Audacity thinks Sound Blaster supports.
