I've had effects try to initialize with a different effect's parameters when using 2.1.3. I also find that if I use a later rev's copy of High-Pass Filter when running 2.1.0, the Frequency parameter entry field is missing. Do you absolutely need to have access to all copies of the Audacity plugins ...

what do you mean by resetting Windows 10? Do you mean to factory settings? Wouldn't that delete everything I have? When you reset you get the choice to save your personal files, personalization settings and "Modern" apps installed from the Windows Store, or not. See: https://support.micro...

I recall someone else on the Forum found Audacity was very slow to launch first time, then very quick on subsequent launches. I never see so pronounced an effect as that, but I have old-fashioned spinning disks. It is expected that application prefetching will mean that subsequent launches of an app...

If Steve had not opposed it, I would have committed https://github.com/audacity/audacity/pull/135 because it is an immediate solution that IMO is much better than waiting for possibly years to thrash out some other solution which is going to be tolerab...

If you mean you only have the _data folder, it would be best if you could find the AUP file or AUTOSAVE file. What happened?
