Are you saying you want to have the tracks in the same single project? If so, File > Export Audio as WAV from one project and File > Import > Audio that WAV file into the other project. If you want to be sure the tracks are the same height, View > Fit Vertically. Also see http://manual.audacityteam...

You can use the Channel Mixer plugin and add it to a Chain.
