Audacity on Windows does not support JACK (or ASIO) unless you compile Audacity specially with that support. If you compiled Audacity with JACK support then JACK would be a separate host choice. The other problem character is the second apostrophe which is http://www.fileformat.info/info/unicode ... /index.htm and not ASCII single quote.

Does TextEdit read the Audacity labels file correctly? If so it's not really an Audacity problem. Resaving the file in TextEdit may or may not help.

You use Windows Sound to enable recording devices. Restart Audacity after making changes there. If this computer was previously running older Windows, you may need to update the drivers of your built-in audio device to Windows 10. You still have not said why the files you send are only 8000 Hz. If you have a proper recording at 44100 Hz, send that. You can fix the clicks to at least some extent (a plugin click remover might be better) and you can reduce the steady noise *if* your recording Includes the lead-in or band between...

"Project Rate" bottom left of Audacity determines the sample rate of the exported file. Set it to 8000 Hz.
Changing the rate in the track changes the length and speed, so Edit > Undo that.
