what should happen in that gap? It can't be left as a "no-man's land". The behaviour must be defined. I think the pointer in that null area should show the standard arrow and that clicking there should do nothing - like clicking in the empty space to right of Help Menu or to left of horiz...

...Or if you are zoomed in, use DOWN arrow to move the yellow focus border into the label track, then TAB forwards through the labels or SHIFT + TAB to move backwards through the labels. This will move the view position to the label tabbed into, whereas Labels Editor does not move the view position...
