You could set both titles and track numbers starting at 01 then all cases are covered for an MP3 player.
Ideally you would give people WAV's for burning to Audio CD, and in that case you could provide a Cue sheet for your users to burn from which will set the playing order.

Also, you did not tell us your Audacity version (see the pink panel at the top of the page). Most recent versions of Audacity on Mac have a few bugs for various reasons, but for purposes of recording you are probably best off using the latest 2.1.2 from http://www.audacityteam.org/download/mac . Try reinstalling 2.1.2 from us and choose "Reset Preferences" half way through installation. When you launch Audacity, confirm that you want to reset preferences.
