Are you saying you are recording the CD? Don't do that. Extract the files from the CD to WAV then import the WAV files. See Tutorial - How to import CDs.
If you are recording something else using the internal microphone or a computer mic, try turning off Windows sound enhancements.

The file is just garbled voice on Windows, even in VLC. MediaInfo on Windows gives the correct length of just over 5 seconds and that length is consistent with the file size if it really is PCM audio.
If you can export it as a listenable WAV file in other applications, obviously do that.

What files are you trying to open? An AUP Audacity project file you saved? An MP4 file from iTunes? If you are using File > Open Recent, Audacity does not keep track if you delete, move or rename the files you previously used in Audacity. You can still use File > Open... or File > Import > Audio... ...

If it is wind noise you may be able to somewhat reduce the noise with Noise Reduction or Noise Removal (in the Effect menu).

Audacity can only use the recording devices that Windows presents. If no recording devices are available in Windows then Audacity does not show any recording devices for MME and Windows DirectSound hosts. Did you install some software that changes audio devices, such as Skype? Was there a Windows Up...
