But just so I'm clear... does CONTROL-ALT-I actually do an Edit > Split New, *as well as* ALT-APPLE-I (so you have two alternative shortcuts for that command with default keyboard ...

This is a known problem, but only in Export Multiple with the "Other Uncompressed files" filter, which gives you 16-bit WAV irrespective of what you ask for. Can you confirm the precise menus and dropdowns being used please?

Thanks for that, meantime could you delete the dbghelp.dll you downloaded before, and try putting this older version in the Audacity installation folder instead? Just double-click the .exe. That will extract the contents to wherever you want, then take the dbghelp.dll from the "x86" folder...

I should have mentioned that, I have always set it to 44100Hz. Are you sure you got the file from http://lame.buanzo.com.ar/ and that you pointed Audacity to it properly (that is, "MP3 Export Setup" in the File formats preferences says LAME v3.97)? And you are setting the rate bottom left...
