Using latest 1.3.9-alpha on WIndows XP I get all the FLAC metadata including year (four-digit number) if Audacity created the FLAC file. We can't do any better than now for WAV due to limitations in the LIST INFO tags we use and in libsndfile. This can be overcome by moving to taglib after the next ...

Yup this looks like a bug to me (just tested on 1.3.8 Windows XP-HE)- I will alert the developers.
