can we export without the detached segment? when I tried that command and exported as WAV, blank part came back... Isn't that expected? The problem with the track offset being ignored when re-opening compressed projects should already be fixed in 1.3.8. Upgrade to that, or to 1.3.9 which should be released in the next 18 hours or so. See this topic which is in Click here before posting. The problem is that Audacity 1.3.8's VST plug-in support is not correctly ignoring incompatible FL Studio VST plug-ins. Upgrade to the Windows nightly build mentioned in that topic and let us know if that helps the problem.
