Yes this appears to be a bug - it certainly behave differently in 1.3.9 and earlier 1.3.x versions (I just ran some tests).It may be down to a feature which was introduced in the earlier 1.3 versions which enabled you to "link" a set of tracks, including a label track. But the developers ...
