4 seconds is tight, but usually sufficient. Flac or Zip would almost double that. Are Flac files allowed? mp3, ogg and wav is all that's allowed. Can add wma, ra and m4a (ignoring movie files). To answer your question, click Edit > Preferences: Interface tab on the left and change language to English. If this is the first time you used any Audacity version, then the language preference will be set to "System" and you will see whatever language the operating system uses.

I'd concur with Steve. No workarounds for the computer. It has to go into a three-pin socket (or three-pin adaptor). The global maximum attachment size set in the control panel is 1 MB, in fact I just raised it from 750 kb yesterday. I think there is a hardcoded limit of 2 MB in php.ini, though that can be changed. I'm not clear unless I try it if I can specify a different size for specific extensions or extension...

If you have one stereo track to begin with and your splits are just to break that track into CD tracks, consider using labels to mark the splits. Then you can keep it all on one track. See:
