Thanks for the file. It imports fine for me in Win7 x64 in 1.3.13 alpha and 1.3.12. If you are crashing when exporting AC3 as well there may be a conflict with some other version of FFmpeg on your computer. Also have you ever used Audacity 1.2? On the two Win7 machines I have (one is a netbook) , all you need to do in the Properties is check "disable all enhancements" if you don't want to spend time finding out how each affects the sound.

Rather than use 1.3.12 I would suggest the Nightly Build 1.3.13 alpha and redownloading it regularly (say, every week).
