It's a known bug and already listed in the 1.3.13 Release Notes . However only a small minority of users are affected by it and hitherto it had only been reported on Windows XP and 2000. I would assume it to be a conflict between wxWidgets and one or two specific video card drivers. So the next step...

I am now getting Cannot open_data folder or maybe even cannot _find (sorry, the nueroscience laptop isn't here at the moment). The folder is not on the computer and disappeared. The current Unicode version of Audacity is able to handle these characters, but only if the project file was made by a Unicode version of Audacity. I opened a MP3 into Audacity 1.2.6, cut something out and then opened a new project and pasted it into it. Let's say that part is 3 seconds long and I export is then it becomes a 20 seconds track with 17 seconds silence at the end. If the copied part is 21 seconds long is becomes a 40 seconds track...
