I was using Remote Desktop Connection when I noticed this, but when I go to the local machine it does not display the phenomena so for me it is not an issue anymore. I now know how to work around it. You can follow these instructions to reset the 1.3.13 preferences to defaults (uninstalling does not do this). I'm not convinced it would help.
