Reverted so that Audacity builds again. This will give us time to look at Clayton's improvements in less of a rush and see if they are safe to put in 2.0 or if they have to be held back till after 2.0.

If the difference is only in resampling, and you are using your Linux distribution's release of Audacity, the reason is probably that the Linux version uses libsamplerate and the Windows version uses libresample. You can check the resampling library at "Build information" at Help > About A...

I too had upgraded to service pack 1 on Windows 7. I'm using 1.3.13 as well. Before the switch to SP1, I could do an echo effect on a 2-3 minute clip in about 20 seconds.
