If you don't want to start a new recorded track, either use the blue Pause button instead of Stop, or in Audacity Beta, restart the recording with Append-Record (SHIFT-click over the Record button or use SHIFT + R). If you use File > Export with multiple tracks open, it will mix the tracks together ...

Either don't select any silence in the region you want to repeat, or don't export as MP3 because it adds silence padding to the start and end of the file. Use WAV instead.

Please use 1.3.13 for Windows 7. Before we go into the possible settings you can use to record streaming audio, why not simply import the MP3 or WAV into Audacity - then you can edit pieces of it as you please. Open the .aup file (it probably has an Audacity icon), not open the _data folder containing the .au files. The easiest way to open the .aup file is File > Recent Files in Audacity itself.
