CD-Text is used to store metadata on CDs. You have to add it at the burning step (if your CD-RW drive supports that). If you drag in the MP3 and have no Extended Import Rules set, then the built-in MP3 importer should take the MP3 and FFmpeg would not be involved in that case, only for MP4.
