So try putting one end of the cable into audio out and the other into line-in and record from Audacity using line-in. There is no bug (meaning something is happening that the developers don't intend). I think you're asking for some kind of feature to automatically scale the tracks equally so there is no clipping, or to have a master fader. Do you explicitly want it for a Chain? You can already export 8-bit WAV without a Chain by choosing "Other uncompressed files" when you export, then click "Options".
