Or does importing so that a new project window is opened still always crash? Is there the same issue if an AIFF, WAV or OGG is in that Chinese folder?...

You said you had the random playback glitches in 1.3.8, though, where this all started. So do the repeatable recorded "bangs" that are in the same place in the waveform only occur in 1.3.13/14?
