Go to Sounds and Audio Devices in Windows, click "Volume" in "Sound Playback" and try removing the check from the "Mute" box for line-in.

I wasn't sure if you had even tried "Open with" before adding 1.3.12, but thanks for testing anyway. Clearly this is a machine-specific problem, right? Koz is also on 10.6.8 and gets the files in when launching Audacity. I don't seriously expect this is the answer but to eliminate another ...
