It is in the "Other uncompressed files" settings (assuming you are using Audacity 1.2, click Edit > Preferences: FIle Formats tab). I assume you want 8-bit PCM. To set 8000 Hz sample rate, change the "Project Rate" bottom left of the Audacity window.
