To save Mephostopholes from unnecessary hassle I think that it's best that we do it "right". If Mephostopholes makes a backup copy of audacity.cfg he can't go wrong, but it may be less confusing if Bill or Bruno try steps 1 - 5 first (if those steps don't do what I suggest on all platform...

I assume the idea is to create a folder called "Portable Settings" only in the folder where you have 1.3.10 installed. If you then open and quit 1.3.10, Audacity will write its "audacity.cfg" settings file in the Portable Settings folder and always look there for it. I was think...

Thanks, Ragnar. Just to add that as you have 64-bit Windows 7, you'll want to click the "Run 64-bit DxDiag" button to make sure your 64-bit drivers are OK. The "Sound" tab of DxDiag is also probably the easiest place to find the "Vendor ID" of your computer sound device...
