Install FFmpeg according to these instructions: http://manual.audacityteam.org/man/FAQ:Installation_and_Plug-Ins#ffdown then hopefully Audacity will import the file. What web browser are you using?

I don't think that WMA lossless is currently supported. WMA version 2 should be OK, but other versions are likely to fail. That "WMA-Proprietary" was a misleading message that appeared in 1.3.12 when you clicked Help after an import failure. It did not mean the file was detected as WMA. A...

I can confirm that audacity 1.3 {word rejected} sucks and will not run with waves plugins. It is known that Waves V7 plug-ins crash Audacity at launch on OS X, but we don't have a known fix other than quitting Audacity then editing Audacity .cfg so that VST and Audio unit plug-ins are disabled.
