Hopefully Label tracks will be able to scroll when wanting to add silence to audio tracks. If you mean that the labels will move along to right within the label track when you lengthen the track by inserting silence, they won't (something we should fix). Please explain in more detail what you mean. Is it a test sound that you hear? Audacity queries all available audio devices when it launches.

Make sure you are using Audacity 2.0.0 (check your version at Help > About Audacity). If this is still a problem, please give more details. What version of WIndows? Have been trying to think creatively of a way to use a chain to evaluate a series of files to see whether the peak level exceeds 0db. Is this at all possible? Not that I can see. If you want just what you said (not an exact peak level), why not import all the files into one project and turn on View...
