I don't see a problem with -12% in itself.

How long is the track? Have you enabled "Audio Cache" in the Directories Preferences? If so, please uncheck it.

If the problem persists, please also say if you have 64-bit or 32-bit Windows.

That background colour problem only occurs with click-to-see-value tooltips on specific classes of slider. It should not affect the type of tooltip proposed for the envelope point.
