The cable that goes into the tape recorder may have a 2.5mm plug. no - just silence - or maybe a tiny bit of white noise Then it is not an Audacity problem. Try changing the USB cable for one you know works, make sure it fits tightly, and look at the turntable Manual to see if it has a gain knob you can turn up. If not, take it back and buy a better quality model...

The latency correction will carry forward to the next version providing you don't reset Preferences in the Audacity installer. Recording latency may change from time to time - or get worse if you install many CPU intensive programs. Only you can decide if the correction is currently accurate enough....

With your system Win7 x32 you can install max 3GB of ram so it might still not enough for your set up.
