How are you "downloading" from YouTube to the tablet? What stops you downloading the actual YouTube file (therefore "as is" with no volume changes) to the computer that runs Audacity? You can search Google for how to download YouTube videos. It is not a good idea to convert to MP...

In your position, I would still reinstall Windows. Sony Vegas and ArcSoft ShowBiz appear to be video editors. What are you doing in those programs - for example are you trying to play part of a video and record that? If you are processing video edits while recording, this is very resource intensive ...

Aside from other problems, this suggests you have enabled Transport > Sound Activated Recording by mistake. Uncheck that.
