Only one copy of Audacity was running at the time but look at the symbols to the left of each 'Audacity". That comes up in the task manager each time Audacity tells me it's not responding. If you launch Audacity so it has only one window and don't touch it further, are there still two Audacity...

The only practical way to do multiple sample rate conversions is to multiple import the files, change the project rate bottom left, then FIle > Export Multiple. Do you want to increase the pitch of the audio when you speed it up, or not? You could do either in Audacity, as an unattended batch proces...
