I am not a Linux expert, so I can't add much more than I've said. If you have a lot of audio devices, or one that is slow to respond, for example, a USB device, that could be part of the explanation. Audacity does do checking for LAME and FFmpeg (see Help > Show Log) as well as querying of sound devices that you see in the terminal.
