WASAPI loopback recording is digital so it won't be affected (much) at the recording stage by a bad/cheap sound card, but if you have a bad sound card or you are listening through built-in or cheap computer speakers, the playback of what you recorded won't sound good. You can't cut while playing or paused.

Try selecting what you want to cut, then press C on your keyboard to "Cut Preview". This plays the audio before and after the cut. You can adjust the length to be played before and after the cut in Playback Preferences.
