I don't see the underline on Ubuntu 12.04 using wxWidgets 2.8.12.

SHIFT + O and make sure you are selecting the correct output device. CTRL + F6 into the toolbars then TAB to Mixer Toolbar. When you are in the Output slider of Mixer Toolbar, use the LEFT and RIGHT arrow keys to adjust the volume. Quit Audacity and reboot the computer if you still cannot hear audio...

You may also have to open the Windows Control Panel, find your sound card control panel, and turn all the effects off.

Would any plug-in VU meter work with Audacity until it supports real-time effects? I've never found one that does.

Waves will be the problem. You have the choice of disabling Audio Unit plug-ins in Audacity (by editing audacity.cfg) or moving Waves out of

/Library/Audio/Plug-Ins/Components/

or

~/Library/Audio/Plug-Ins/Components/
