If Gentoo have removed system FFmpeg as it sounds like, you'll have to uninstall Audacity (if it is a packaged build you downloaded somewhere), build and install FFmpeg yourself then build and install Audacity yourself.

Check in the player Manual what sample rates and bit rates it supports.

You don't say you have chosen Windows Direct Sound, both Exclusive Mode boxes checked in Windows, chosen a sample rate that Delta supports and also used that rate for the Audacity project rate.
