The simplest (and I think "foolproof") method of listing sections and keys would be to hard code them into the editor (or a read-only file that is accessed by the editor). This list would only need updating if new options are created. I can see that as not being very maintainable though. ...

OK, I was using a minute of noise. I might have possibly seen the "wiggle" (and the spike after "removal") if it had been 10 s of noise. I notice the same "problem" exists even if the added offset is as low as +0.15. I deliberately didn't do more than skim read the firs...

If you see the blue Pause button engaged when you try to record this is because you turned on Transport > Sound Activated Recording. Use the Transport Menu to turn Sound Activated Recording off. If I pick a command, then pick the entry field, then try to assign alt-a, alt-e, alt-i, or alt-d -- then the controls in the dialog itself, with those shortcuts, are clicked. The desired key IS also entered in the field, and so CAN be assigned -- except for alt-e (the "clear" action clear...

I will add your vote that you can minimise the "Apply Chain" window.

Meantime, I suggest that anyone affected task switches to their other programs and resizes the windows of those programs so that they cover Audacity.

Yes I am in favour; I suggested using a GUI editor and .cfg settings a while ago on -devel for advanced options for libsoxr quality. Do I assume your combo boxes are pre-filled (uneditable)? If so, where are they getting their input from? I am guessing they have to scour the Audacity code for gPrefs...

is the recording a WAV or MP3 or other audio file? What happens if you play it in Windows Media Player? In Device Toolbar in Audacity, what have you selected for your output device? If you are choosing a SoundMapper or "Primary Sound Driver" choice, try choosing the named device you are us...
