I'm marking this as [SOLVED] assuming your update means that having shown and enabled "Rear Line In " in Windows "Sound", you can now choose that input in Audacity Device Toolbar.

The only feature that is like that in Audacity is Sound Activated Recording . You set a dB level and when the level of the input is above that level, recording starts or unpauses, and when the input level is below that level, recording pauses. I'm not clear if that Vegas feature is more than that or...

Just passing on another idea for right-click that the [email protected] correspondent is keen on, which is "Export Labeled Audio". I'm not totally convinced, but it could tie in with right-click over an audio selection > "Export Audio".

As for resuming TAB key navigation, consider the case of multiple label tracks. Present behavior is that each track defines a separate cycle of TAB order, which is reasonable. If TAB will also return me to navigating labels from focus in an audio track, which cycle should I enter? There is only one...

I noticed you have Audacity 2.0.2, but 2.0.3 has some new audio code that was meant for detecting Windows Vista and later.
