Might the branch to the monitor be the problem?
You may want to set the line-in as default recording device in Windows. Then make a test recording with Windows Sound Recorder (sndrec32.exe or similar). If you don't record any signal then you've proved this is nothing to do with Audacity.

Yes I was able to change to 192 kpbs. Still, the choices I have are for a stereo mp3, and I want a mono mp3. If the audio in Audacity is mono, then the exported MP3 will be mono - there is no need to set it manually. In other words, record in mono, choosing this in the right-hand box in Device Tool...
